Carefully remove the cabbage leaves and blanch them for 2–3 minutes until soft. In a bowl, mix the ground meat, rice, onion, garlic, paprika, salt, and pepper. Place a spoonful of filling on each cabbage leaf and roll tightly, folding in the sides. Heat oil in a large pot. Add the tomato paste and crushed tomatoes, then pour in the beef broth. Arrange the cabbage rolls in the pot and cover with the sauce. Simmer on low heat for about 1½–2 hours until the meat and rice are fully cooked.
